The incident was caught on a CCTV camera in Barangay 848. During the short clip, four Sampaloc cops in civilian clothing were seen roaming around Simoun Street and Prudencio Street. A few moments later, the 11-year-old victim appeared.
According to the report, the victim was supposed to go to a store, but she changed her mind after seeing a couple of Barangay tanod roaming. Afraid of being reprimanded for the curfew, the victim proceeded to rush back through the alleyway, where she was followed by the Sampaloc cops.
In an interview, the furious mother recalled how her daughter was surrounded by the police:
“Kinapkapan po siya, hinawakan daw po ‘yong puwet… samantalang nilabas naman niya ‘yong bulsa niya sa harap ng short. Sobrang [na]takot nga siya.”
The 11-year-old victim was allegedly groped in her private parts and she was even caught fixing her askew shorts in the CCTV camera after the ordeal. After the incident, the victim went home and reported what happened to her mother.
To bring justice to this matter, the Sampaloc Police station confirmed that the cops were from the Station Drug Enforcement Unit who were conducting a drug operation in the area.
The cops in question defended themselves by saying that the victim shared similarities with one of their suspected drug couriers. Public information officer Senior Inspector Philipp Ines claimed that the cops thought it was suspicious for the girl to be out at wee hours in the night:
“Nakita naman ng pulis na wala tayong nakuhang ebidensiya sa kaniya o illegal drugs so pinawalan siya. Maghahatanggabi na pero nasa labas pa siya. Kahina-hinala naman iyon. Sa tingin ko malisyoso lang ‘yong statement [ng bata].”
The incident has already been cited at the Women and Children’s Desk while the victim is still undergoing a counseling with the Department of Social Welfare and Development.
